Is this some kind of academic hypothetical question?
Google is tops for search engines. Yahoo is second. MSN is last. All others might as well not exist at all.
In terms of a commercial search engine, the best is whatever Google uses.
In terms of an academic question, then it's all conjecture and subjective. Ask.com uses a different method of analysis - from the old Teoma search engine. Supposedly it was better. But Ask.com is still 4th place in the SE Wars.
