Managers are responsible for overseeing the operations of a certain section. They are usually given that position of leadership and authority because of training, education, experience, or a combination of the three (there are exceptions to that rule, but you really need to know what you're doing to be a manager). As the main part of their job responsibilities, they are responsible for making sure that the work to be done in that section gets done in the most efficient manner possible, so the manager is the one who decides who does what and when.
