Do web paid web hosting companies offer these features?

Basically i want to know if i register a domain, will they make accounts, forums and chat rooms for my site.

Registering a domain is different issue .By registering or hosting a domain does not means, you are asking some features.

Registering a domain name is not the same as web hosting. You have to buy the domain name at a domain name registrar and then find a web hosting company. When you buy the web hosting, then you change the DNS servers on your domain name to point to the DNS servers on the web hosting account.



Then on your web hosting account, you log into your control panel. I recommend getting web hosting that uses cPanel. Log into cPanel, go to Software, then Fantastico. Then install the forum and chatroom software from there. Not sure what you mean about "make accounts", though.
