You should be able to do both. It really depends on what you are buying/selling. The manufacturer may have a sales agreement that prohibits you selling to individuals but allows you to sell to other merchants and the other way around.

I suggest that you research you product until you can't research it any more, and then start over again. Do it twice. Make sure you have a supplier and customers. Set up a sales plan, how much are you going to sell to whom, by month. Don't forget seasonal demand like Christmas. You may need to order those items NOW in order to have them to other merchants in time for Christmas shopping, which by the way, starts NOW.

Good Luck.

Also, think about selling on eBay, both as small lots 1 to 5 units and larger lots 50 or more.

I would say an online store, catologe or mail order, or personal selling. This would get rid of the need of having an actual store but you would need a warehouse to store the merchandise you are selling. You can't really sell stuff that you haven't bought from the manufactor yet, you will need to own the things that you are selling. I know wholesalers that buy products from stores that have been liquidated (Products used in businesses that are going out of business or reduction of inventory, things they no longer need but are still a use to someone). Then they mark up the prices and sell them to other businesses or consumers.
