Marketing is above sales in the structural hierarchy. Marketing encompasses such things as sales, advertising, public relations, grassroots campaigns, internet promotions, etc.
Marketing is just a broader category in which sales is a subcategory.

In marketing campaign company is focusing on how to find a new market or increase the market share in existing market.
In sales campaign company make decision to how increase sales.
