You can find a pre-programmed simulation of a major directory site, iclassifire appears to be too small a player to be cloned.
Try searching for: craigslist clone script, as an example of one if thee scripts that can save a lot of programming cost, though there would be some customizing work needed.
Your making a Canadian site?, there appears to be no .can TLD, like other country codes Canada had a 2 character symbol: .ca

I agree with you, the layout of iclassifire looks good!
To create a free classifieds site you need the following:
1- Domain name (can be easily booked for 10 USD or less per year)
2- hosting provider (you should choose a hosting provider that is close to the area where your users are and that is compatible with the software that you're gonna use, make sure you do some research)
3- classifieds software, here you have many options but I would recommend using open-classifieds.com since the software has full features and some of the themes offered there are similar to iclassifire
Once you get all of those you will have your website ready to use!
