Well I would use a free web hosting service such as 110mb.com and build your website on their then once u have it looking how u want buy a web hosting plan and export all your files to your new host and change your 110mb account to a url redirect/forwarding, the reason you would want to do that is in case any one went to your old 110mb web page it sent them to the new page.
